Title
Substitute resolution relating to establishment of a review board to review taxicab charges, fares and regulation.
Analysis
This resolution creates a 7-member Review Board which is directed to study issues of taxicab charges, fares and regulation including vehicle and driver standards. The review board is further directed to make written recommendations related to specific actions and policies that can be taken or adopted to improve the provision of taxicab services in the City of Milwaukee.
The members of the review board are: one member of the Common Council to be appointed by the President of the Common Council, one member of the public to be appointed by the President of the Common Council, one member to be designated by Yellow Cab Cooperative, one member to be designated by American United Taxicab Services, one independent driver to be appointed by the President of the Common Council, one member to be designated by the President of the Greater Milwaukee Convention and Visitors Bureau ("Visit Milwaukee"), and one member to be designated by the Milwaukee County Transit System (MCTS). Members shall serve 2-year terms.
The review board will meet no fewer than 2 times annually and will be staffed by the Office of the City Clerk.
Body
Whereas, Excellent taxicab service is an integral part of serving visitors coming to Milwaukee, and enhances the image of Milwaukee in the eyes of visitors; and
Whereas, Many residents of the City of Milwaukee, including persons with disabilities and the elderly, rely on taxicab service to assure access to health care and to grocery stores and other commercial enterprises; and
Whereas, Recent economic pressures, including a substantial increase in the cost of fuel, a downturn in the general economy and a corresponding decrease in tourism, have created financial stresses on the taxicab industry ; and
Whereas, It is the goal of the Common Council to promote and maintain excellent and affordable taxicab service; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that a Review Board is created consisting of the following 7 members each appointed or designated for a 2-year term:
1. One member of the Common Council to be appointed by the President of the Common Council.
2. One member of the public to be appointed by the President of the Common Council.
3. 3 members representing the taxicab industry including: one to be designated by Yellow Cab Cooperative, one to be designated by American United Taxicab Services, and one independent driver to be appointed by the President of the Common Council.
4. One member to be designated by the President of the Greater Milwaukee Convention and Visitors Bureau ("Visit Milwaukee").
5. One member to be designated by the Milwaukee County Transit System (MCTS).

Further Resolved, That the President of the Common Council shall appoint a Chair of the Review Board from among its members; and, be it
Further Resolved, That the Review Board, with staff support provided by the Office of the City Clerk, shall meet no fewer than 2 times annually to review conditions and trends in the taxicab industry, and shall report its findings and recommendations to the Public Safety Committee.
