Title
Substitute resolution creating a study plan for the Milwaukee River Greenway Corridor Interim Study Overlay Zone, as established by Section 295-1005.0003 of the Milwaukee Code of Ordinances, generally located along the Milwaukee River between the former North Avenue Dam and the City of Milwaukee Limits at Silver Spring Drive, in the 1st, 3rd and 6th Aldermanic Districts.
Analysis
This substitute resolution creates a study plan that identifies regulatory problems and states land use and development issues to be resolved for the area proposed for rezoning.
Body
Whereas, Section 295-1005 of the Milwaukee Code of Ordinances allows for the establishment of a study plan for an Interim Study Overlay Zone; and
Whereas, An Interim Study Overlay Zone is an appropriate mechanism to allow discretionary review of development proposals in areas where changes in zoning provisions are contemplated; and
Whereas, The City of Milwaukee has placed great emphasis on the full utilization and appreciation of the Milwaukee River; and
Whereas, A Site Plan Review Overlay District (“SPROD”) with design guidelines has been previously established for portions of the Riverwalk in the Historic Third Ward, Downtown and Beerline B neighborhood, but does not include the Upper Milwaukee River Corridor; and
Whereas, The study plan, a copy of which is attached to this Common Council File as Exhibit A, will address preservation of the primary environmental corridor and guide future development for portions of the Upper Milwaukee River Corridor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that a study plan is established for this area and any new building construction, except for building additions, alterations and accessory structures for dwellings (i.e., garages, sheds), will require special use approval by the Board of Zoning Appeals.
