Minutes note: Individuals appearing: Karen Taylor, DCD Lynne Steffen, DNS Rich Schmidt, City Treasurer's Office Mrs. Gloria Ragsdale, owner The Department of City Development objects to vacation of the In Rem judgement for the property at 3309-15 North martin Luther King, Jr. Drive because the property's use as a liquor store/warehouse and appearance has a detrimental influencde on the City's revitalization efforts in the Five Points Catalytic Area in the Northeast Plan. The property is also in the Redevelopment Authority's North 5th Street-West Green Bay project area. Although the land use controls of the plan have expired. The Authority and City of Milwaukee owns the adjoining vacant lots and are working to make the property available for redevelopment. Further, the property is across King Drive from the new Heart & Hope affordable housing effort. Committee requested for Ms. Ragsdale to work in cooperation with the plans expressed by DCD. Pending billboard invoice DNS $56.00 paid by noon no later than November 7. Taxes due if paid in Nov $16,640.39 If paid byDec 10 $16,825.28 Mr. & Mrs. Ragsdale had ownership interest in the following property which was acquired by the City of Milwaukee on October 8, 2012: 9820 W Good hope Rd

Body
Whereas, The property located at 3309-3315 N Martin Luther King Jr. Drive, previously owned by Isaac Ragsdale, agent for gloria Ragsdale, has delinquent taxes for 2008-2011 and was foreclosed upon pursuant to Sec. 75.521, Wis. Stats., and a fee simple absolute was obtained in favor of the City of Milwaukee dated July 9 120851; and

Whereas, Isaac Ragsdale, agent for gloria Ragsdale would like to reclaim said property by paying all City and County real estate taxes, plus accrued interest and penalties to date of payment, and all costs as sustained by the City in the foreclosing and management of said property since July 9; and

Whereas, Isaac Ragsdale, agent for gloria Ragsdale has agreed to pay all related city charges up until the point that the property is returned, as well as all charges and conditions which are detailed in the letters submitted by the Department of Neighborhood Services, Department of City Development, the Health Department and the Treasurer’s Office, as though set forth in this resolution; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that in order to return the property at 3309-3315 N Martin Luther King Jr. Drive, a cashier's check must be submitted in the amount indicated by the City Treasurer within thirty (30) calendar days of the adoption of this resolution; and, be it

Further Resolved, That the City Attorney is then authorized to enter into a stipulation with the former owner to reopen and vacate the City's judgment in Milwaukee County Circuit Court Case No. 12CV-3105 known as the 2012-1 In Rem Parcel 185...
