Title
Resolution relating to the powers and duties of the Commissioner of City Development.
Analysis
This resolution provides that, whenever the Common Council adopts a resolution requesting that a particular matter be brought before the Redevelopment Authority, Housing Authority or City Plan Commission for consideration and action, the Commissioner of City Development, acting in his or her capacity as executive director or executive secretary of the relevant agency, is directed to take all necessary actions to ensure that the matter comes before the agency for its consideration and action. Necessary actions to ensure that a matter comes before the relevant agency for consideration and action include, but shall not be limited to, placing a matter on the agency’s meeting agenda and providing all relevant documents to members of the agency.
Body
Whereas, Section 308-1-3-d of the Code of Ordinances designates the Commissioner of City Development as the executive director of the Redevelopment Authority of the City of Milwaukee, the executive director of the Housing Authority of the City of Milwaukee and the executive secretary of the City Plan Commission; and

Whereas, In carrying out his or her duties as executive director or executive secretary of one of these agencies, the Commissioner is responsible for bringing matters before the agency for consideration and action; and

Whereas, If the Commissioner does not place a matter of great interest to the Common Council on the agenda of the relevant agency for its consideration and action, the matter does not have an opportunity to be heard by the agency and may never come before the Common Council for final action; and

Whereas, The Common Council finds that it is necessary and appropriate for the Commissioner to place a matter on the agenda of one of these agencies when so directed by a resolution of the Common Council, even if the Department of...
